However, there is something that is new \u2013 EU regulations that destabilize the transportation market in Eastern and Central Europe.<br \/>\n&nbsp;<br \/>\nIn 2015, Germany has introduced a law that requires transport companies to pay minimal way to its drivers within their borders, and such law has also been passed in Norway, France, Austria and in Italy. Wages seem to be the factor in which changes are made on regular basis. Changes are meant to equalize the salaries for truck drivers and force them to fulfill new, European regulations. Such strings of regulations entail complications, and it very often happens that a single transport leads through a few countries \u2013 and each of them follows different rules.<br \/>\n&nbsp;<br \/>\nIt seems impossible to compile one document that will at the same time be flexible and clear enough to fulfill the EU requirements. Another problem is the rate at which the transportation takes place, since they are not equal at all times; it may happen that a driver transporting goods to the Western countries earns 50% more than the one transporting goods to the East. The weekly work schedules also vary, and the same problem occurs when talking about holidays and overhour limits. Inconsistent rules are also present in forms of employment contracts, since they also depend on which country you are in.<br \/>\n&nbsp;<br \/>\nAs you may see, the directives forced on transport companies cause a lot of problems, and there are many variables when dealing with them. It is not hard to make a mistake, and penalties for those mistakes can be very high, for example 500 000 Euro in Germany and France. It has not been established what the application of dues (contributions) for social insurance is going to look like, since the driver may visit many countries within one month. There are too many unknowns in the whole project, and \u2013 according to experts \u2013 the project will not be rejected, and only some points are going to be clarified.<br \/>\n&nbsp;<br \/>\nHowever, it does not change the fact that the transport is going to be a more expensive investment in the future, and that transport companies will have to deal with and solve a lot of problems with bureaucracy.<br \/>\n<!--:--><!--:pl-->Koszty logistyki stale rosn\u0105 i nie jest to nowe zjawisko, natomiast coraz cz\u0119\u015bciej pojawiaj\u0105 si\u0119 problemy jakie stwarzaj\u0105 unijne przepisy, destabilizuj\u0105c sytuacj\u0119 transportu drogowego w Europie \u015arodkowej i Wschodniej. W roku 2015 roku Niemcy wprowadzi\u0142y przepis, kt\u00f3ry nak\u0142ada na przewo\u017anik\u00f3w wym\u00f3g zastosowania p\u0142acy minimalnej. Nast\u0119pnie zosta\u0142o to uskutecznione w Norwegii, Francji, Austrii oraz W\u0142oszech.<br \/>\n&nbsp;<br \/>\nW\u0142a\u015bnie w tym zakresie &#8211; dotycz\u0105cym wynagrodze\u0144 na terenach poszczeg\u00f3lnych kraj\u00f3w &#8211; przewidziane s\u0105 kolejne zmiany. Chodzi o ujednolicenie wynagrodze\u0144 dla kierowc\u00f3w oraz o korzystanie przez nich z odpowiednich w danym kraju UE uprawnie\u0144 i przepis\u00f3w. Takie rozporz\u0105dzenie niesie ze sob\u0105 szereg komplikacji, ze wzgl\u0119du na to, \u017ce niejednokrotnie transport drogowy odbywa si\u0119 przez kilka pa\u0144stw w trakcie jednej trasy. W wielu krajach funkcjonuj\u0105 zupe\u0142nie r\u00f3\u017cne normy prawne, systemy wynagradzania czy innych \u015bwiadcze\u0144 wynikaj\u0105cych z tamtejszego prawa pracy.<br \/>\n&nbsp;<br \/>\nWydaje si\u0119 niemo\u017cliwym sporz\u0105dzenie jednolitego dokumentu, kt\u00f3ry b\u0119dzie na tyle elastyczny i klarowny, aby sprosta\u0107 narzuconym przez UE wytycznym. Kolejnym problemem b\u0119d\u0105 stawki, kt\u00f3re nie s\u0105 wsz\u0119dzie jednolite, i tak np. kierowca, kt\u00f3ry jedzie na zach\u00f3d mo\u017ce zarobi\u0107 o 50% wi\u0119cej od tego, kt\u00f3ry pojedzie na wsch\u00f3d.  Du\u017ce r\u00f3\u017cnice s\u0105 w wymiarze tygodniowego czasu pracy, przyznawanego urlopu oraz limitu nadgodzin. Niejednolite te\u017c s\u0105 przepisy okre\u015blaj\u0105ce formy zatrudnienia pracownik\u00f3w delegowanych.<br \/>\n&nbsp;<br \/>\nJak wida\u0107 narzucone dyrektywy sprowadzaj\u0105 na rynek transportowy wiele problem\u00f3w, a w nich wiele zmiennych. O pomy\u0142k\u0119 nietrudno, natomiast kary za takow\u0105 s\u0105 bardzo wysokie &#8211; nawet 500 ty\u015b. euro w Niemczech i Francji.Nie ustalono jeszcze jak b\u0119dzie wygl\u0105da\u0142o odprowadzanie sk\u0142adek na ubezpieczenie spo\u0142eczne, skoro w trakcie jednego miesi\u0105ca kierowca odwiedza wiele kraj\u00f3w.<br \/>\n&nbsp;<br \/>\nJest zbyt wiele niewiadomych w tym projekcie, ale jak przewiduj\u0105 eksperci nie zostanie on odrzucony a jedynie doprecyzowany.<br \/>\nNie zmienia to jednak faktu, \u017ce transport b\u0119dzie dla klienta dro\u017csz\u0105 inwestycj\u0105, a dla przewo\u017anik\u00f3w problematycznym ze wzgl\u0119du na pot\u0119\u017cne nak\u0142ady pracy nad biurokracj\u0105.<br \/>\n<!--:--><\/p>","protected":false},"excerpt":{"rendered":"<p>Costs of logistical services are constantly on the rise and it is not a new trend.
